Preparation for the TISI Product Licensing Application and The Plant Assessment for Product Quality Contral System According to EURO 5 and 6

The problem of air pollution, PM dust (Particulate Matter) which is one of the major problems in the world today that every country pays close attention which the cause of this pollution is caused by forest fires, industrial emissions and many others caused by incomplete combustion. And one of those factors we talked about is the factor from motor vehicles on the road, especially the internal combustion engine (Compression Ignition Engine), also known as Diesel Engine. Nowadays it is regarded as one of the main problems for air pollution, PM2.5 dust and other pollutants causing the government to pay more attention to enforce more strict air quality standards. The Thai Industrial Standards Institute (TISI), Ministry of Industry has upgraded the Euro 3 standard to Euro 4 standard in 2013 and planning to upgrade the Euro 4 (current standard) to the Euro 5 and 6 standards in the near future. Currently, TISI announced 4 general standards to support the emission control of engines in accordance with Euro 5 and 6 standards as following;

- TIS.3016-2563 LIGHT DUTY POSITIVE IGNITION ENGINED VEHICLES : SAFETY REQUIREMENTS; EMISSION FROM ENGINE, LEVEL 9 (EURO 5 STANDARDS)

- TIS.3017-2563 LIGHT DUTY POSITIVE IGNITION ENGINED VEHICLES : SAFETY REQUIREMENTS; EMISSION FROM ENGINE, LEVEL 10 (EURO 6 STANDARDS)

- TIS. 3018-2563 LIGHT DUTY COMPRESSION IGNITION ENGINED VEHICLES : SAFETY REQUIREMENTS; EMISSION FROM ENGINE, LEVEL 8 (EURO 5 STANDARDS)

- TIS.3019-2563 LIGHT DUTY COMPRESSION IGNITION ENGINED VEHICLES: SAFETY REQUIREMENTS; EMISSION FROM ENGINE, LEVEL 9 (EURO 6 STANDARDS)

 
In Thailand, the emission standards from engines are mandatory which TISI has consistently controlled products to ensure compliance with standards and give consumers confidence in the products they use including the exhaust emission level which is environmentally friendly. At present, both of domestic car manufacturers and importers have applied for TISI licenses for small passenger cars for gasoline and diesel engines in accordance with TIS. 2540-2554 and TIS. 2550-2554 (according to Euro 4 standards, refer to UN/ECE Regulation No. 83 Rev.3), which are TISI compulsory standards. And from TISI's announcement, the emission standards from engines according to Euro 5 and 6 standards (refer to UN/ECE Regulation No. 83 Rev.4) which are more stringent than the current Euro 4 standard causing the requirement of product inspection and the plant assessment for product quality control system according to industrial product standards for automotive to applying for license of domestic car manufacturers and importers once the announcement effective. This article, we will familiarize for the emission standards from engines, TISI licensing process, the plant assessment for product quality control system and also how to prepare for the product quality control system audit.

What are the differences for measurement of emissions standards from engines in accordance with Euro 4, Euro 5 and Euro 6 standards?
The engine emission measurement is to measure the level of Carbon Monoxide (CO), Total Hydrocarbon (THC), Non Methane Hydrocarbon (NMHC), Nitrogen Oxide (NOx), Hydrocarbon combined with Nitrogen Oxide (HC+NOx), Particulate Matter (PM) and Particulate Number (PN) which are divided by the engine types.  Currently, the emission control standard in Thailand is the Euro 4 standard which is in line with TIS. 2540-2554 (Gasoline), TIS. 2550-2554 (Diesel) standards before upgrading to the Euro 5 standard level which corresponds to TIS.3016-2563 (Gasoline), TIS.3018-2063 (Diesel) standards and the Euro 6 standard level which corresponds to TIS. 3017-2563 (Gasoline), TIS.3019-2063 (Diesel) standards. The Euro 4, 5 and 6 standards have the same type of pollution tests and the difference is the pollution loads which are more stringent respectively and the test types are as following:

Type I: Verifying the exhaust emissions of pollutant loads after a cold start. The level measurement of CO, THC, NMHC, NOx, HC+NOx, PM, and PN. (in Thailand, the passenger cars and light trucks require the vehicle tests with a lower emission amount than the specified criteria as in Table 1 for Gasoline cars and Table 2 for small diesel vehicles)

Type II:  Carbon monoxide emission test at idling speed. The measurement of the concentration value of CO must not exceed the specified standard.

Type III: Verifying emissions of crankcase gases. The pressure in the crankcase must not leak to atmospheric.

Type IV: Evaporative emissions test. The measuring result must be less than 2 g/test

Type V: Durability of anti-pollution devices by running the test or using the specified standard value.

Type VI:  Verifying the average low ambient temperature (-7 °C) carbon monoxide and hydrocarbon exhaust emissions after a cold start, which TIS standard does not specify this condition.

Aside from type I – VI, there is also a diagnostic test for the On-Board Diagnostic (OBD) system. By simulation of the failure of pollution control equipment in cars, which must have a warning signal to driver.

What are the procedures for the TISI Product Licensing?
Issuing product licensing both domestic manufacturing and importing products in accordance with TISI standards, the entrepreneurs can apply for licenses with Thai Industrial Standards Institute (TISI) which the procedures of issuing a license are as below

Entrepreneurs can submit the application through TISI e-license system (Certification Division, Automotive Section) to proceed with the product inspection and the plant assessment for product quality control system in order to get the product inspection report and quality control report for the evaluation of issuing a license, the details are as following:

1. The Quality Control (QC) report from the plant audit by TISI or Inspection Body (IB) is valid not over 3 years from the QC report date for the submission of licensing application.

2. All items of the product inspection report must meet the specified standards which TISI will accept the product inspection report from the following agencies respectively.
    (2.1) Industrial product inspectors.
    (2.2) Testing laboratories certified according to ISO/IEC17025 or TIS.17025 in the relevant standards with TISI approval.
    (2.3) Testing laboratories in the factories will be monitored by TISI for auditing and testing tools which those labs must get the competency verified by TISI first.
    (2.4) Testing laboratories accepted by TISI, the product inspection report must not be over 1 year for the submission of licensing application from the date certified by inspectors or testing laboratories which must be the product inspection report of the requested product licensing.

What are the audit requirements for the manufacturing plant's quality control system?
The audit requirements for the manufacturing plant's quality control system in accordance with TISI's requirements with 5 audit activities as the following:
1. Purchasing and control of raw materials
2. Process control
3. Control of finished products
4. Control of non-conforming products
5. Control of inspection, measuring and test equipment

Thailand Automotive Institute (TAI) has been nominated by Thai Industrial Standards Institute (TISI) as Inspection Body (IB) in auditing manufacturing plant's quality control system according to industrial product standards for automotive-related as the current compulsory standard TIS.2540-2554 (Gasoline), and TIS.2550-2554 (Diesel) which are complied with Euro 4 standards.   As guidelines for manufacturing plant's quality control system audit, The TIS.3016-2563 (Gasoline), TIS. 3018-2063 (Diesel) are complied with the Euro 5 standard, and TIS.3017-2563 (Gasoline), TIS.3019-2063 (Diesel) are complied with the Euro 6 standard level. The requirements of manufacturing plant’s audit consist of the purchasing and control of raw materials, process control, control of finished products, control of non-conforming products and control of inspection, measuring and test equipment which the details are as followed:
